The state's superintendent finds Tucson's Mexican American studies program again in violation of state law. The program might have to be cut, a school district board member says.
Tucson's Mexican American studies program remains in violation of state law, Arizona's public schools chief ruled Friday, ordering that millions in state funding be withheld from the school district until the program is dismantled or brought into compliance.
John Huppenthal, the state superintendent of public instruction, said the Tucson Unified School District program was in violation of a new state law prohibiting ethnic studies classes that are deemed to be divisive.
Among other things, the law bans classes primarily designed for a particular ethnic group or which "promote resentment toward a race or class of people."
Defenders of the program say it does no such thing. They say the classes push Latino students to excel and teach a long-neglected slice of America's cultural heritage: Chicano perspectives on literature, history and social justice.
Huppenthal ordered that beginning in February, 10% of the district's monthly apportionment of state aid be withheld until the program comes into compliance. He did not say the district should eliminate the program but did not offer any suggestions on how it could be changed to comply with state law.
It is the second instance in which Huppenthal ruled that the program violated the law. The first decision, in June, was appealed by the school district. Last week, an Arizona administrative law judge rejected that appeal, affirming Huppenthal's original decision.
The withholding of state funds will also be applied retroactively between August 2011 and January 2012. That money about $5 million will be taken out of the district's February allotment, said Ryan Ducharme, an Arizona Department of Education spokesman.

I can't imagine who the defenders are.
If you are teaching social justice you are teaching class hatred by definition.
The LibTurds just hate that this Reconquesta class that violates state law is getting its money pulled from the TUSD budget.
Aw, gee, that’s just too bad...
If the individual states were responsible for their schools and the fed had nothing to do with them-no funds, hands off, period-this crap would never get past a small dust storm in each community, and these frivolous courses would never be dreamed up.
Likewise, remove State Employees from having Union Dues witheld by the State, and let them all pay out of pocket, so they THINK about what Union Dues cost them....when it's payroll deduction (just as taxes are), people tend to not pay as much attention as when they have to write out a personal check in the amount of.....
The LASlimes conveniently leaves out the details of the content of the “ethnic study” that has so many people worked up over it.
Here are some of those details:

If Mexicans ends up in the same “victim” mindset as black Americans, they’ll share the same fate. Irish people were dumped on when they arrived here; most of them worked their way out of the slums and became productive members of society in spite of those that wanted to keep them down. The same was true for the Chinese and others; the country was never at a point where they could honestly say they’d be better off without them.
We talked to an old Filipino man yesterday at an estate sale. He was there to buy an old Rolex watch. He collects them. He told us about being a cook in the Navy way back when. The only Navy jobs open to Filipinos were in the kitchen. He eventually asked what else he, as a Filipino, could do. “A medic,” he was told, and that’s what he did. He became a medic, eventually an American citizen and got a degree in microbiology. He ended up teaching microbiology in military colleges!
Has put four kids through college, promised them Rolex watches when they graduated. A very successful life without an ounce of self-pity or entitlement. I wouldn’t be surprised if he’s a millionaire.
It’s incredible, and evil, that people who say they want to empower minorities do exactly the opposite, ensuring that those people will always and forever be part of the underclass. This old man is the role model they should be following.
“If Mexicans ends up in the same victim mindset as black Americans, theyll share the same fate.”
I think there are different forces at play with the mexicans - it’s not just the welfare pimps, but a separationist group trying to indoctrinate those heads full of mush into supporting the breakaway of the Southwest from the US.
And the publicly funded “mexican madrasses” known as the Tucson Unified School district is more than happy to oblige.
Bravo! Wonderful story!
Those quotes from the course were definitely designed to inspire race and class hatred.
It is amazing how far our urban underclass has fallen in terms of education (and it has spread into the rest of the system); even worse is how the people are blissfully unaware of the fact that as adults they read/write at a second-grade level.
One co-worker was very upset that she was passed over for a promotion, and nobody had the heart to tell her she was just an ignorant functional illiterate; they never told her in school, and they probably never will. Her emails are FILLED with misspellings and grammatical errors, and she speaks as poorly as she writes. One thing that struck a friend teaching in an urban district was the complete absence of any books in the homes; there were NONE.

REFERENCE Raza Studies have been taught in Arizona for a decade......AZ lawmakers passed a law against it, but it still goes on.......and on.
AN EXAMINATION OF RAZA STUDIES One textbook titled Occupied America, by Rodolfo Acuña, includes a speech given by activist and university professor Jose Angel Gutierrez: We have got to eliminate the gringo, and what I mean by that is if the worst comes to the worst, we have got to kill him, (pg. 323). The book also talks about the need for Mexico to re-take seven states in the Southwestern United States.
The following rather shocking quotes are taken directly from Occupied America (pg. 167):
Supporters would execute all white males over age 16, (also known as the Plan of San Diego).
The Southwest would become a Chicano nation.
IS LA RAZA COLLUDING W/ US POLITICIANS TO FINANCE RECONQUISTA? In addition to using taxpayer funds to enforce the polarizing beliefs outlined above in traditional public schools, the organization known as La Raza operates 100 charter schools across the counry. The following is a select list of La Raza charter schools:
Academia Semillas del Pueblo (Los Angeles)
-Atzlan Academy (Tucson, AZ)
-Mexicayotl Academy (Nogales, AZ)
-The Dolores Huerta Prepatory High School (Pueblo, CO)
-Academia Cesar Chavez Charter School (St. Paul, MN)
In 2005 alone, $7.9 million in taxpayer funding was given out to these La Raza charter schools in the form of U.S. Department of Education grants. These schools stress Latino culture, the Spanish language, the re-conquest of the American Southwest, the establishment of the mythical Atzlan, and even Aztec math.
What these text books and the courses are really about is promoting Marxism. The racism that they teach is wedge used to separate the minority from the society as a whole.
Once the minority feels that they can never be a part of the larger successful society it is easy to indoctrinate them see Marxism as the path to their empowerment. The goal is to enlist an army of socialist agitators for future Occupy Wall Street movements.
Of course you are correct that the hopelessness that these books inspire condems the indoctrinated to the underclass. If they believe that the system will never permit them to succeed they will never try.

I could never understand how people could so resent the system that lifted them out of their Mexican toilet.
“a separationist group trying to indoctrinate those heads full of mush into supporting the breakaway of the Southwest from the US.”
I don’t think there is a serious movement to do that; that would put all of those people back into the Mexico they escaped from.
These courses are geared to the first or second generation immigrant that has never experienced the Mexican poverty and the socialist political system that keeps most of the Mexican people poor.
