Who’s gonna stop him?
We no longer operate the government on “Budgets”, just continuing resolutions.

We haven’t had a budget since 2009.

Much of the funding for this agency comes from the Fed Reserve and is not subject to appropriations - one more step to not needing Congress for the would be dictator.

The Republicans in the Senate should also refuse to allow ANY appointments to go forward until this illegal appointment (Note: no long a nomination) is withdrawn. The Republicans in the House should refuse to bring up any finance bills for the executive branch until this illegal appointment is withdrawn.

Usually you would be correct, however, check this little gem:

Because the CFPB is ensconced within the Federal Reserve, its budget is not subject to congressional control. Instead, CFPB funding is set by law at a fixed percentage of the Fed’s operating budget. The CFPB’s status within the Fed also effectively precludes presidential oversight.
In that miserable Dodd-Frank monstrosity, they placed this CFPB under the FED!
