Can anyone please tell me whether Iowa assigns delegates by proportionate representation, or by winner-take-all?
According to the Washington Times site, Story County has only reported 7% of its votes (3 out of 43 precincts). Romney is currently leading there 97 to 67 over Santorum. I don’t like that. That doesn’t bode well. That may be where the race is decided.
Story County and Dubuque County have now almost entirely reported. I think that Santorum can win this.
