That’s a non-binding primary that elects no delegates. The real Missouri caucus that assigns delegates comes later. Newt’s campaign said they did not intend to participate in the non-binding primary.

Newt said he had no intention of qualifying in MO. Something about it not being recognized by RNC.

Doesn’t matter. According to the news reports, Primary in Missouri is just for show. Real decision will be in Caucuses. Pubbies decided they didn’t want the contest decided by primaries.

For some reason, it was decided to go ahead and hold it anyway. Primary is thus just a non-binding referendum.
