Don’t think so, before there was not a ban on gays, just don’t ask, don’t tell. I think they could be in relationship as long as they didn’t “tell”.

Until 9/20/2011 the law and the regulations prohibited any homosexual behavior, to include being in a same-sex romantic or sexual relationship.
DADT was a policy of the commander-in-chief (or Defense Secretary) to never “ASK” a soldier only so long as the soldier did not “TELL” (which meant a soldier was free to try to keep it a secret, but the soldier ran the risk of being discovered and then the command would enforce the law and regulations).

So, as I said, these women are known lawbreakers and liars because they were active homosexuals while DADT was in effect who successfully hid that from the command.
