The EPA looks like they jumped the gun on publishing this without being peer reviewed. Encana of Canada is pushing back, as you called for and pushing back hard.
If the EPA is found to have caused even part of this themselves they’ll never be taken seriously again.

The linchpin is Wickard v Filburn. It's a constitutional atrocity, and needs to be overturned. Do that, and you can de-authorize the worst of the federal agencies, along with such gems as the Assault Weapons Ban and federal Hate Crime laws.
