It has always been that way in the North; after lecturing Southerners about segregation, Northern whites made sure when blacks migrated up to follow jobs that there were nice projects built to accomodate them - away from whites.
When did we NOT have voluntary segregation? America has been voluntarily segregated in my time, my Father’s, my grandfather’s, etc.
