Why no trumpets? Because those people are standing in the unemployment line too.
Mostly because the OA doesn’t want to “turn over this rock” and reveal the worms under it ! IOW, the “decline” stems primarily from those that have exhausted their benefits, (hence conveniently “removing them from the roles”) or have otherwise “given up” on their job searches that make up the bulk of “reports” sent up the chain. All it takes is a nameless clerk’s notation, after all...... >PS
