He took an oath to obey the laws and constitution of his state. Either repeal the law or enforce it. He should be impeached. Does his sudden “moral conscience” extend to halting abortions?
Not signing an execution order does not constitute a violation of the law. It is a separation of powers matter. No court can order him to sign it.
