Did the boys’ parents not report the molestation to the police? I heard they did and for some reason the DA decided not to bring charges. So why is no one demanding the head of the DA?

Not quite. We know of only two boys involved in the 1998 investigation and no overt sexual contact.
In 1998, the mother of one eleven year-old boy asked him questions when he returned home with wet hair from an outing with Sandusky. Without going into the details, Sandusky told the boy they needed to shower after playing some games at the Penn State facilities such as rolling tape (probably athletic tape) into cups.
In the shower, Sandusky told the boy he was going to squeeze his guts out and bear-hugged him. Sandusky then held the boy under the shower and shampooed his hair.
Two police agencies eavesdropped on two phone calls between the mother and Sandusky. He admitted showering with the boy (and said he'd done it with other boys) and hugging him, but said he didn't think his private parts had touch the boy when hugging him.
Through their investigation, these agencies and child welfare located a second boy, known only as "B.K."
Sandusky groomed his victims, from clothed touching of the thighs, to showering, to manual sex acts, then sometimes oral and finally anal.
He never got the chance with this boy (Victim #6 in the Grand Jury presentment) because the mother spotted the wet hair one of the first times the boy was with Sandusky.
The DA, Ray Gricar, apparently had nothing to go on except the testimony of two boys that they were hugged, nude, in the shower. He determined he couldn't prosecute that. However, Gricar's nephew said Gricar was left with a bad taste in his mouth regarding Penn State football and Joe Paterno, suggesting that Gricar felt he was stonewalled.
Gricar disappeared in 2005. He had recently announced the largest drug bust in Centre County. His car was found by a river; Gricar's brother committed suicide by jumping in a river.
Gricar's county laptop was recovered from the river but the hard drive had been removed. When the hard drive was recovered from the river, it had been damaged.
Gricar's home computer had internet searches for how to destroy a hard drive, including how to destroy one specifically with water.
Some people have taken note of the fact that Gricar - divorced and dating - disappeared from the antique mall area of a town (Lewisburg?) known as home to a quiet, older, affluent gay community.
So.
People aren't demanding the head of the missing DA because he apparently didn't have all of this information in front of him. He had two boys who showered with Sandusky and were hugged. No oral sex. No anal rape. No sexual touching.
