A sensible mayor would contend the owners of the park are liable for the cost of any added police protection and other city involvement that may be occasioned by the owner's use of the park.

IF NYC were to submit and collect the daily costs things might return to normal; at the least, NYC taxpayers would not get stuck for the bill.

At the same time, a public nuisance complaint/legal action raised by residential and commercial neighbors who are taking a monetary hit or are otherwise unable to enjoy their property might restore normalcy.

I read here last night that the owners of Zucotti Park received $168 million dollars from the government for an energy project(or something like that). I think they could handle the fines for awhile.
