There are a lot of people there, but I don't know how many are looky-loos.

The onlookers and spectators are starting to clear out. My bet is the Police move in sometime around 4-6am if they do anything of the sort.
One of the commissioners talked about a fence so its entirely possible that the plan is to barricade the stragglers in and starve them out.
You're not going to see a confrontation get going I don't think.
Upon watching a few minutes of this, I am glad that “smell-o-vision” never took off.. < /humor >

So the cops have managed to get the whole gang out on the streets ~ which are not as comfortable as the parks where you can lie down and sleep.
All the cops need to do is keep them awake and moving and this will be over.
Trying to drag people south and away from the bridge traffic.
Its going to be a long boring night unless one of the Seattle imports throws something interesting.
Oregon Law *does* allow them to knock heads if the knuckleheads won't get out of the roadway.
I'm impressed with the Portland Police. 20 years ago they'd have had half of these protesters in the ER already.

If I'm right in how I read the Police plan, its sheer genius.
Cops are like a magnet to protesters. The protesters WANT to be arrested.
So what are the Police doing?
Inching them south - AWAY from the parks and NOT arresting them.
They have plenty of backup so a second unit from Washington County, Beaverton, or wherever could come in from the north and blockade the parks once enough people are led away from them.
If that's what they are doing, its working and is sheer genius. Lead them away from the parks then just close in behind.

I love how they’re saying the Pledge of Allegiance, as if they want to create a TV moment of evil cops arresting poor hippies. Are they saying “under God” too? :D
After reading around I agree with your take on it. The OWees were all psyched and braced for a clash at midnight, and now the fight is going out of them. The police probably know they aren’t very healthy, and a good adrenaline rush is enough to knock these wimps out.
