OK. Now, I’ve used many a lawnmower on hundreds of lawns in my past, and have seen tens of thousands of fire hydrants in just as many lawns and streets and sidewalks.
But I’m still trying to figure out exactly what that supposedly “college-educated” US government employee was thinking when he used that analogy of “trying to attach a lawnmower to a fire hydrant” .... 8<)

The Department of Energys inspector general said Wednesday that the 2009 stimulus program for green energy was so at odds with the realities on the ground that it was akin to attaching a lawn mower to a fire hydrant. Other articles have the quote as "attaching a lawn hose to a fire hydrant".
