But I will say that it's completely believable (to me) that a person could have absolutely forgotten anything about this issue from 20 years ago. If it was a non-issue back then, there would be no reason to “store it to long-term memory.”
When I was a kid, we had two separate house fires. I completely forgot about one of them until last year when my sisters reminded me about it. How can you forget that your house was on fire? It was a small fire that was a non-issue. But the fire that I did remember was a big deal.
It would not be unusual, considering the situation, that such severance pay, however small in amount, might have been conditioned upon a "hold harmless" and "gag" agreement just to protect the NRA from future action and damaging, if unfounded, gossip.
Given that the settlement was in "5 figures" ($10K? 20K?) this was probably promptly sent to the legal department with instructions to "take care of it", and they did without having to bother Cain again. The line managers probably signed off on it since it was worth $20K each just to get rid of these whiners.
