But I will say that it's completely believable (to me) that a person could have absolutely forgotten anything about this issue from 20 years ago. If it was a non-issue back then, there would be no reason to “store it to long-term memory.”
When I was a kid, we had two separate house fires. I completely forgot about one of them until last year when my sisters reminded me about it. How can you forget that your house was on fire? It was a small fire that was a non-issue. But the fire that I did remember was a big deal.
Nobody ever forgot if he approved settlements for two sexual harassment claims against himself.
