GRAY COURT, S.C. Rick Perry, Republican presidential candidate and Texas governor, has released an economic plan full of long-held conservative goals, including personal accounts for Social Security, an optional flat tax, major spending cuts and a series of tax cuts.
The plan would reduce the corporate tax rate from 35 percent to 20 percent, eliminate taxes on dividends and many capital gains and essentially cap individual tax rates at 20 percent.
Perry argues these tax cuts will spur economic growth by creating a more favorable environment for wealthy people and corporations to start or expand businesses.
But without significant spending reductions, the tax cuts could drastically increase federal budget deficits.
Taxes will be cut across all income groups in America, and the net benefit will be more money in Americans pockets with greater investment in the private economy, Perry said at ISO Poly Films Inc. in South Carolina.
With the Cut, Balance and Grow plan, Perry seems determined to re-energize his campaign and reassert himself as a candidate after weeks of struggles.
In an interview with John Harwood, a reporter with CNBC and the New York Times, Perry cast Romney the GOP frontrunner as a fat cat.
Perry is clearly looking to woo tea party conservatives who have been reluctant to back Romney. In almost every way, he presents policies that are slightly more conservative than those of the former Massachusetts governor.

Perry, a Republican presidential candidate, said his proposal would also offer benefits to middle-class Americans by giving a $12,500 deduction for every member of a household while preserving exemptions for state and local taxes, mortgage interest and charitable contributions for anyone making less than $500,000. He said anyone could still file under the current code, and he also pledged to lower the corporate tax rate to 20 percent, from 35 percent.

I would be just fine with Perry, Cain or Gingrich as the nominee, but I do prefer the flat tax over 9/9/9. If he can sell this thing, he might be able to stage a comeback.

His wife had to cajole him to run. She makes excuses for his debating skills. She makes him overhaul his campaign. None of this sounds like he's much of a leader. Perhaps she should run, instead.

Perry is obviously ready to get in the slop where the DNC and Obama live and drag their asses out by their tails. Romney and Cain are not.
Cain is the sweater vest wearing, charming grandpa and Romney is well Romney and Perry is the guy you hate when things are at peace but you want when you have to get dirty
Well, we know Perry will be able to pull himself out of the slop by the apron strings.
You can say all you want to insult Rick Perry but when people meet him they will not come away with your opinion of him.

Sarbanes Oxley only applies to public companies. How many ‘small businesses’ are public?
The more that conservatives discuss tax reform policy, the better we will be in the candidate selection process.
I'm still a Cain guy, but as long as Herman is ahead of mittens, I'm happy with new ideas from perry or newt.
Then he’s got a lot of work to do. He’ll have to meet tens of millions over the next 6 months.

He’s not strong enough to make it through a debate let alone anything down and dirty.
As many people have pointed out, it's not the taxes it's the spending that is causing the deficit. Cutting what people pay to the federal government is nice, but unless it is accompanied by large scale, realistic cuts in federal spending then it's merely a gimmick. And if nothing else in this campaign, Perry has shown himself great at gimmicks.
