Neither is the NYPD or the City of New York. The busses are the property of an independent state agency the MTA and the drivers are employees of that agency not NYC. The NYPD is looking for convenience. Both the NYPD and the NYC Corrections Agency have their own bus fleets and they are set up to transport prisoners. A municipal bus driver is not being paid to transport unruly, slovenly, and possibly dangerous arrestees.

It might be because of the stench. Imagine trying to drive with a busload of stinky loud and annoying hippies. The thought is enough to make you go insane.

And a stench as bad as these hippies emit may never come out.
