You are wrong. Instate tuition is what any child in Texas pays. If you want it, move to Texas and live here one year and you can have it too. I just posted all the information to another so won’t repeat it;

Instate tuition pays less than the full cost of the education being received. Somebody else makes up the difference. First there are the other Americans from out of state paying part of the difference. Then there are other foreign students ~ maybe from the same village ~ paying out of state tuition and that makes up for some of it.

In fact, if Texas schools are similar to other schools, the out of state tuition is probably closer to the full cost than the in state tuition is.

The difference in the two ($22,000 a year) would be more than enough to pay for a good university education in Mexico ~ including room and board.

Texas would be ahead to send them to school in Mexico.
