Yeah, it's a subsidy. That's because in-state tuition rates DO NOT PAY the full cost. That has to be made up with other revenue sources, one of which is out of state tuition paid by Americans and others, but mostly by Americans.

It is illegal for illegal aliens to work in this country and it is illegal for employers to hire them. And illegals cannot receive welfare benefits. So why are we educating them?
