I've never had or used food stamps. I've used cash, personal check, debit card, and credit card.
Never, ever have the words "food stamps" appeared on my receipt when I have used those other methods of payment.
"XXXXXXXXXXXX5865" does not necessarily mean Visa card. The first six digits would tell you that, but they're not available.
Food stamp distribution is (in many cases) done electronically, via a card bearing a 16 digit account number. Please Google "electronic benefits transfer".

Neither of those numbers appear at the start of that number shown.
I think you will find that this is an electronic card for food stamps, which is referenced on the receipt, & the 4 digits shown are definately the LAST 4 digits. There has to be an approval code to make sure the person has that much money left in their EBT account.
Look at that line again. The "D" is handwritten to make a joke (DEBT out of EBT). The line actually reads "EBT Food Stamps Tender". When I get a receipt for cash, it states cash, if I get one for Debit or Credit, it says so.
