Saying illegal aliens are working towards citizenship is like saying a bank robber is working towards financial independence.
The TX Dream Act only gives tuition to someone who graduated from a TX high school and has been here for 3 years. IOW, kids who were brought here by their parents at no fault of their own. Perry wasn’t clear enough on that.
