I know that you're having a lot of fun with this notion that Sarah had to clarify what Rick Perry meant. However, Fox only showed about 8 seconds of what Perry said. I think that he made it very clear what he meant in the full clip. I also liked that he didn't back down from John Harris:

She was paid to comment on it, and chose to vocalize what he said in a way she would have. He didnt need her to clarify his words, and he had no control over what she was going to say.
