Thank you for reply, but I am not sure I understand what it means....

Are you saying that conceivably a person could still be a candidate in other states with later deadlines, they just could not take donations in NC if they miss the Nov. 1 date?

No, donations and filing deadlines are two different things. Filing deadlines for primaries are state by state, and have nothing to do with the FEC. However, no candidate can accept any donations for their campaign until they have either filed with the FEC as a candidate or they have set up an exploratory committee and registered it with the FEC. That is because all donations to the candidate have to be reported to the FEC and there are specific dollar limits per donor.

That is why you will often see the Palin supporters comment that they have their donations waiting to send in - they can't donate to her until she files with the FEC as a candidate.
