The solution is to return charity to where it belongs - the churches. Someone needing aid can go to a church and receive it - the first time.
The second time they’ll be asked what they are doing to improve their situation.
The third time they will be told to do something to improve their situation.
The fourth time they will be told “come back when you’ve done something to improve your situation”.
This is the way to handle it, and they’ll receive the lifesaving Gospel as a bonus.
