I never see those scooters being used by legitimately handicapped people, I only ever see them being used by hugely fat people (mostly women). Last time I checked “fat” was not on the government’s list of approved handicaps. Some legitimately handicapped people don’t want any sort of extra help and don’t even consider themselves to be handicapped.
In my 'neck of the woods', it's about half and half. It can be hard to judge, and I try to be open minded about it.
It this wretched woman's case, she probably can't walk around the grocery much. Her disability, however, is deliberately self-inflicted.
