Your skepticism is unfounded. As i mentioned earlier, LTV and Martin Marrieta both produced rocket booster, ramjet sustainer missiles over twenty years ago for just this mission. I worked on a team with LTV while at Northrop to convert their anti-ship prototype into a supersonic target to be called SLAT. Laid hands on the damn thing, a recovered test shot. Pretty burned up by the heat.

The MM version used a single under-nose intake, the LTV looked just like what the pic shows. Neither had any more control surface than what you see in the pic.

This is old tech, am sure either company would be glad to recoup some of the $$ spent developing those toys by selling to Taiwan. The guidance would be the new stuff, the propulsion old news.
