How do they justify these large administrative staffs?? I understand that some are needed to handle all the state and federal programs mandated. Some are needed in personnel work. But these administrative offices have huge staffs. These jobs all need to be reviewed by a good industrial engineer to weed out, consolidate and balance salaries to actual work performed.
