Cooper.Perhaps - but it wasn't until fairly recently that the states bothered to share fingerprints of their convicted criminal element. For decades, the prints used in one state on a murder case; were never shared with other states - so a person could murder and simply hop state to state; and keep ahead of the law. Today, the CURRENT sets of prints are on a national database - but what about criminals from the early 80's and before?
