These appear to be well-dressed, well-fed people walking in NK. It looks like one guy has a good pair of shoes while another has a good set of leather boots. The bike looks almost new.

The picture is so bad it is silly. It LOOKS lide the figures were pasted onto the water. The surace of the water is obvioulsy in motion but there is no disturbance where the bodies connect with the surface of the water. It seems to be simple cut and paste.
