I think the motivating factor is that self-checkout makes shoplifting easier. Back when I was on drugs I used to do a little shoplifting.
Last place in the WORLD I would have considered it, is the self-checkout line.

But if you have a cartload of stuff, it would be very easy to bag a few items that somehow didn't get scanned.
