You are hitting the nail right on the head. The victim was a Mexican and one thing the Mexican government doesn't give a darned about is a Mexican woman.
That's one of the bad attitudes the Hidalgos who took over Mexico passed on from their Islamic past in Spain.

Does the treaty REQUIRE the defendant to be notified that he has the right to contact the consulate? If not, then there is no reason to stop the executionThe SC ruled it is not binding on the states until the congress passes legislation, in this particular case, to adhere to the notification requirement.
That's why everyone is just 'asking' for Perry to postpone the execution. He has no legal obligation to do so. This POS has had every appeal denied. Time for him to go the way of his victim.

The administration said the court should delay the planned July 7 execution of Humberto Leal for up to six months to give Congress time to consider legislation that would directly affect Leal's case. Is there anyone in this Administration who has read the US Constitution? Anyone?
Article I, Section 9 - Limits on Congress
The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person.
The privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.
No Bill of Attainder or ex post facto Law shall be passed.

IF the SCOTUS said that they could NOT intervene in a stolen election in NJ due to it being under the States jurisdiction and Constitution... and they did... and laut stole an election... then the Fed has no right to tell the State of Texas to stop an execution within the Constitution of and under Law of Texas. Obama has two young daughters and still comes up with this crap. It’s kind of like Dukakis saying he is still against the death penalty even if it was his wife who was raped and murdered. The president is asking the USSC for a delay on behalf of Congress, why the hell isn’t Congress asking on behalf of Congress? Who the hell does this guy think he is? It’s a great opportunity for Perry to say screw you, you don’t mess with Texas.
