If you're convinced that she's running, then anything she does reinforces that conviction.
If you're convinced that she's not running, then anything she does reinforces that conviction.
“We’ve talked about it before” sounds like there has been no change to an established decision, which I think would be more likely a “not running” decision. Not saying so is better for the PAC. (I do hope she runs.)
