Despite (Kim's) three visits in a year, (China) Rejected HwangKumPyong (development) for lack of economic viability

Kim Jong-il put brakes on Rasun development (project)

"Cancellation may not be permanent but put off for the time being"

The ground-breaking ceremonies at both HwangKumPyong in the mouth of Yalu River and Rasun Special Economic Zone in the mouth of Tumen River were suddenly cancelled. It is reportedly due to the disagreement between two countries at Sino-N.Korean summit on (May) 25th over the development projects . Intelligence sources said, "Kim Jong-il apparently got angry and went home."

According to diplomatic sources, Kim asked his Chinese counterpart to develop both HwangKumPyong and Rasun, but Chinese were only interested in Rasun development. The sources said, "Chinese probably determined that HwangKumPyong development is not economically viable." HwangKumPyong is an island at the mouth of Yalu River and its ground is soft. Additional works are needed to firm up its ground.

Because of this, Chinese were only interested in Rasun project which will provide access to East Sea from three North Eastern provinces(Liaoning, Jilin, and Heilongjiang, according to professor Kim Yong-hyun at Dong-guk University.) However, when HwangKumPyong development hit a roadblock, N. Korea is probably retaliating by canceling the groundbreaking ceremony for the road between HunChun(in China) and Rasun, blocking the Rasun development project.

If true, this is the first overt sign of conflict I have seen. Until recently, their disagreements have been kept off public even when they were pretty serious. Kim dissing Chinese by canceling the groundbreaking ceremonies is a drastic move.

They set up economic zones N.W. corner and N.E corner of N. Korea, and allow foreign businesses(mostly Chinese) to set up shops, employing N. Koreans. They are fenced in so that only employees can go in and out. These are the ways N. Koreans want to earn hard cash. Businesses are given freedom to carry out business transactions free of N. Korean meddling(at least on the paper,) such as hiring and firing, buying and selling of businesses and ownership of businesses.

On economic front, no. I think Chinese jacked up the price for tolerating N. Korea’s nukes and hereditary rule, and Chia Head is upset.

The Jonger’s last two meeting in China went badly as well. He didn’t get anything out of the first and far less out of the second than he wanted.
