I’m pretty sure Sarah and Rick speak on a regular basis. He’ll ask her if she’s running before he makes a decision. I may be totally wrong, but I just don’t think he’d want to run against Sarah.

Palin isn't some hermit hiding in the hills, she talks to people, she talks to other politicians, its not much of a stretch, that her and Perry (whom she endorsed) might be in contact.
My guess, he wants to see if she runs, if she doesn't, he will, if she does, he won't.
