SURRY, VA (WTVR) - Virginia Marine Police say they are towing the boat of a man with a suspicious device attached to himself to shore.
Officials say the man is in a nine foot inflatable boat that was in the middle of the James River, just south of the Ghost Fleet between Surry Nuclear Power Plant and Ft. Eustis. The man had a chain wrapped around his neck attached to a 2 foot by 1 foot black box. Virginia Marine Police's John Bull says the man, who was first spotted by a commercial crabber around 7 a.m., made no demands, appeared incoherent and disoriented, but at other times was also cooperative.
According to the Daily Press, Bull said the man provided no information other than to ask people to stay away from him.
"We don't know who he is, and we don't know how he got here," Bull said. "We don't know why he has a chain around his neck. We don't know why the chain is attached to a black box, and we don't know what's in the black box either. We are approaching this with an abundance of caution so that a very strange situation doesn't become more serious than it already is."

He might have geen drugged by Amish tangos —they’re hidden nearby and filming how close this victim gets before he is stopped.
This is a RECONNAISSANCE, a kind of probe.
The Amish are inspired by the events in Japan, and they want to replicate that in the USA.

Lost CIA trainee on maneuvers from Camp Peary, on the other side of Williamsburg. Maybe they dumped him in the Skiffe’s Creek, and tasked him with navigating back. Would explain the liferaft. But the Box with chain? Who knows.
Will know if we hear nothing more about the indiv., esp. if he is a foreign agent in for training by us/for us.

Isn’t this one of the “plots” found in Bin Laden’s house ..?? I thought I heard or read that blowing up nuclear facilities was on their list of fun things to do.

I notice that he’s not very far up the James river from the Norfolk Naval Shipyard/ Newport News complex. A fifteen pound charge could make a real mess out of a drydock caison and take a supercarrier out of action for a long time. Don’t make me look it up but I think it’s the USS Eisenhour that’s being refueled at the moment. At the very least he has to be suspected of making a “test run.”

Brian Douglas Wells (November 15, 1956 – August 28, 2003) was an American pizza delivery man who was killed by a time bomb fastened to his neck, purportedly under coercion from the maker of the bomb. After he was apprehended by the police for robbing a bank, the bomb exploded. The bizarre affair was subject to much attention in the mass media.
In a July 2007 indictment, federal prosecutors alleged that Wells had been involved in the planning of the botched crime. Two of his conspirators, Marjorie Diehl-Armstrong and Kenneth Barnes, were indicted by a federal grand jury on charges of bank robbery, conspiracy, and weapons charges.[1] Kenneth Barnes subsequently pleaded guilty in September 2008 and largely confirmed that Wells was indeed involved in planning the robbery but also revealed Wells was under the impression an actual bomb would not be used. When he discovered the bomb was real, Barnes said a pistol was fired, and witnesses confirmed hearing a gunshot, in order to force Wells’ compliance.[2] On December 4, 2008, U.S. District Judge Sean J. McLaughlin sentenced Barnes to 45 years in federal prison for his role in the robbery/murder.[3] On November 1, 2010, Marjorie Diehl-Armstrong was found guilty of participating in the crime, and was sentenced to life plus 30 years on February 28, 2011.[4]
