What does txe stand for and why did they use it on the lates COLB?

Your guess is as good as mine. (My guess, and it's just a guess, is that the forger wanted to make it obvious that Bamie BC II was a forgery; and so he/she misspelled a word in an ink stamp where no typo is possible.)

TXE records are data records. The certifying statement is saying this document is an abstract of all data points related to this individual. Naturally, only the most current data point would be selected for any particular field.
