Here we have water regulations about what day we are to water, and none during the heat of the day. It has been in the newspapers, the radio shows, and the mayor has been talking about it for weeks and fines are ready to occur.
Still there are people that say ... I didn't know about it; and it is evident they are watering just like always and not obeying the regulations. Many Many people are like that about things. How can they not know? their ears are closed to hearing anything they do not like, or agree with.
It is the good people that get punished because of the bad.
