Sounds to me like she is desperately trying to create a smokescreen for the loony far left, to keep them in line.
From the leftist point of view is she saying that the “the very essence” of public service is too shoot a man dead?
I personally got no problem with killing terrorists like this, but it seems like a very odd statement from her considering she is from the far left and so can only be seen like I said, a desperate attempt to keep her base in line.
