If this is not just a clerical error , but is another a new piece of politically correct terminology for “journalists”, it could be Sunstein driven, to the effect that humans have no more rights than animals, or for that matter, bacteria. Western civilization is based on the idea of idea of transcending principles that come from one all powerful “God”, which no man or government can violate. Without this concept, there are no moral limits to the power of people in government.
