The author describes Cairo (which is the neighboring town to the farmland) as a blighted town whose population is less than 3,000, and he’s concerned that the destroyed levee will send a massive deluge of water right into the plains over the New Madrid fault area, which actually has the highest earthquake risk in the United States outside the West Coast. I’m from Illinois and had never heard of Cairo or their problems, until today. Lots of flooding!
