The two were supposed to be the same thing photocopied directly from a bound volume of birth certificates, hence the curvature on the left. But the White House version looked like it was printed on the safety paper that wasn't even used in 1961. If Hawaii had photocopied the BC onto the safety paper and the White House had give the AP a copy of that copy, it would have the safety paper pattern, but it doesn't. Since it matches the White House version in all ways but the safety paper, then it was given to AP as a photocopy by the White House after alterations had been made or after the entire thing had been cooked up (since we have no way of knowing that what the White House proffered was the same thing Hawaii allegedly photocopied).
