Good question. They want us to think this is a photocopy on security paper of a document having security paper. But the copy just happens to line up perfectly. That seems like something that you could do with Photoshop or something like that but not very easily with a photocopier.
And if this is a photocopy why was there security paper in the photocopier anyway?
None of these stories match up.

Looking at the Nordyke BC you can see that.
