Janice Okubo, HDOH Communications Director, responded to a whole bunch of requestors by saying that the “date filed” is the date that the BC’s were numbered at the state HDOH office. Piles coming in or out make absolutely no difference, because whatever date they were numbered is the date that is put as the “date filed”.

That, then, would make this a most intriguing issues. In any event, I have a day job and can't dwell on this forever. The purported Obama BC issue has now been crowd-sourced, and thousands of eager sleuths are digging into it (I expect Trump is also investing in some professional examination, and wouldn't be surprised if the Hildabeast isn't discreetly funding some examination as well). I suspect that over the next few days we'll be learning more, particularly as more discrepancies are noted. I remain, at this point, an agnostic on the validity of the certificate.
