Welfare reform has consigned the blacks to a position similar to the Native Americans - a dwindling part of a society and culture that has passed them by.

I agree to a point, but here in Washington DC and other places with large Federal Government presence blacks are GIVEN a disproportionate percentage of the Federal jobs.

Several years ago OPM announced that about 64% of all Federal jobs in DC were held by blacks. They may a majority living in DC they are still not in the suburbs where most reside.

That bears out the idea; even with the artificial “jobs”, the private sector has passed them by. It will continue to do so until they have marketable skills, rather than the melanin required for gubmint work.
