After voter I.D. is passed in this state, Walker's administration and the Republican Congress need to work on making election reporting a completely double-blind process to avoid these last minute shenanigans. No reporting to the media and other monitoring groups until ALL precincts have reported.

224 votes difference out of 1478924 total is 0.15%. This is in my opinion statistically impossible. Votes had to be generated to make it this close.
