It was not the “Certificate,” which is the long form...it was the computerized “Certification” which can be based on accummulated vital records information but not necessarily on a long-form Certificate.
The easiest way to approach it is to accept that Hawaii did not do business like a typical Mainland state in 1961. People tend to think about their own BC from California or Illinois or wherever but Hawaii was a lot less strict than those places.
