Bolton needs to travel more to places like China, India, Brazil. Industrial progress in last 25 years is nothing short of phenomenal. When Mao was in charge, China was dirt poor and severely lacking in industrial knowhow. Today they can manufacture anything anybody any where can. They basically bought the technology cheaply from ever willing western industry. I have personal experience on this because the corporation I worked for sold them engineering knowhow at a ridiculously low price.

Back in the Clinton 90's (and probably afterwards too) I remember how they would get the plans for a technology, back out on the deal and then manufacture it themselves!
I could never understand why American businesses didn't wake up!

I make a point of looking at their infrastructure. 6 months ago, they were having protests in some villages. The protesters were on a highway. That was ONE SWEET highway, cleanly paved, marked, and with safety barriers. We have some here, but not many that look like that.
Just to throw some salt into the wound, Michigan is in the process of turning paved highways into gravel roads, as they can no longer afford to maintain all of their paved roads.
China is aging fast, due to their one child policy which is now pretty much irreversible, and their environmental problems are huge. China is an environmental Cherynobl waiting to happen.
Give it ten years and see where it is.
