They basically bought the technology cheaply from ever willing western industry.They actually STOLE lots of our tech!
Back in the Clinton 90's (and probably afterwards too) I remember how they would get the plans for a technology, back out on the deal and then manufacture it themselves!

It’s called profits and bonuses. The same reasons they were working with Nazi Germany in 1940 and 1941. They figured Europe was about to (completely) fall to them, and wanted to get a piece of the action.
While we’d just love businesses to look out for the interest of the country, they are simply UNABLE to do that. It is up to the government to set and maintain the needed rules...like it or not. It’s sad, but that’s life.
Because American business is basically honest.
Chinese business is as slanted as it gets.
