Confusion reigned Monday among U.N. and NATO nations about whos in charge of the multi-country attack against Libya, even as an international coalition continued air strikes against Moammar Gadhafi's forces.
President Barack Obamas White House hasnt definitively addressed that essential issue about an operation that has cost the United States well more than $100 million, and is increasingly rapidly. Other questions looming:
Are the United States and its allies attacking Libya to save the countrys citizens from slaughter at the hands of their leader Gadhafi, as the U.N. resolution endorsing the enforcement of the no-fly zone called for, or are they ultimately trying to push him out of power? That oust-Gadhafi question resonates with echoes of previous statements from both Obama and Secretary of State Hillary Clinton that the ruthless dictator must go. And how do those messages mesh with a top admirals statement that Gadhafi could remain in power?
How, and when, will the United States hand off leadership of the military attack to other countries?
What is the potential for this to become a U.S. police action and/or extended involvement like that in Iraq and Afghanistan?

I heard a top of the hour news report that said QDaffy was violating the the NO FLY ZONE by continuing his ground attacks on rebels.
I don’t think he’s attacking with planes. What exactly is it we are telling them? Stop flying? Stop shooting? What?
France wants to be in command because it wants operational freedom to hunt down Qaddafi fast, on the ground, dig him out, ugly or not. France has had it with Libya's illegals, wants revenge on Qaddafi for the war in Chad, and wants economic control of the future united Libya because of its oil and uranium deposits in the S of Libya.
Italy wants NATO to run the show, knowing that would bureaucratize and drag out the war and search for Qaddafi. Why? Because that would hasten the partition of Libya with Italy controlling the E half that has the oil & refineries they desperately want to control.
Libya used to be a colony of Italy and they want it back to have a presence on both sides of the Med. The French have much more influence in the W half of Libya via Tunisia and Algeria, but the W half has little oil.
You also don’t go to war without talking to Congress. Isn’t it interesting that this all came about while Congress is on a ten day vacation? Where are the Republicans on this one?
It will take troops on the ground to stop them.
