I believe that the War Powers Act allows the president to act without congressional consent for 60 days (with perhaps a 30 day extension). After that time limit, theoretically, congress can end the military action.

As far as I know, the War Powers Act has never really been used, and I think many people think it is not Constitutional. But perhaps enough Leftwing extremists in Congress will oppose our involvement in Libya to actually put this all to the test.

The left wing has called for it repeal for years, maybe this time they may actually attempt it. It should be repealed.
